After a recent visit to Hanoi (capital of Vietnam), I was shocked at how fast the country is making the move to electric scooters. Not the kickscooters that have flooded the west, but full-blown road ready scooters.
Inside Hanoi, every 1 in 15 scooters you see, are fully electric and a good amount of these again are of the e-mopeds variety.
And this gets me really excited! As I’m originally from the archaic rule-driven U.K, where all non-road licensed e-transport is illegal, e-mopeds might just be the loophole I need. Slap a couple of pedals onto your scooter and it’s totally legal, it becomes an electric bike.
Well, it turns out that Vietnam has just the answer for the U.K and it’s called the CAP A9+ eMoped.
There’s no denying that it’s an electric scooter in design, but, it can also be driven by pedal power alone if your battery runs out. You’re never going to choose this mode, as the Cap A9+ weighs a hefty 40kg, but to onlookers (the po-po), it looks pedal-powered.
Now it’s worth mentioning that if you live in the west, it’s going to be difficult getting your hands on one of PEGA’s bikes.
While they are one of the biggest electric bike companies in Vietnam, with over 300 showrooms, there’s little news or info about international delivery, yet.
But this all might change soon, fingers crossed, and with the 12,000,000 VND price-point, (£430 | $515 at the time of writing), you’re getting a lot of bang for your buck.
So what does the little CAP A9+ e-Moped have to offer? Let’s find out.
Distance & Speed
The max range you’ll be getting on the PEGA A9+ is 75km. What you’ll actually get will depend a lot on your weight and also how flat your journey is. If you’ve got a friend on the back, totally possible, you can also expect the range to drop fast.
But, even if we take a conservative estimate of 50km, this is more than enough for most city commuters. The 12Ah (48v) battery is also non-removable and charges in 6-8 hours. So you will need access to a power supply either at work or overnight. A removable battery on this model would be the icing on the cake.
In terms of speed, the rear wheel 250w motor is definitely on the conservative side. But will still get you top speeds of around 35km. More than enough to get through the heavily congested morning commute.

Design & Features
Compared to a regular petrol scooter the Cap A9+ looks sleek. It sits somewhere in the hybrid spectrum, looking very bicycle-like but also very scooter-like… The chassis is steel with a mix of pure ABS and PP plastics for the trim.
It’s certified IPX7 and comes with a 36-month warranty on the engine and chassis. Plus you’ll get a 12 months warranty on the battery, charger and breaks. And with 300+ stores, using the warranty is going to be a breeze in Vietnam.
While the Cap name and logo are clearly borrowed from a popular Marvel film, it’s not too garish. Plus if you want to, you can easily cover the front emblem.
If we think of the Cap A9+ in terms of an e-moped, then the addition of built-in LED headlights, indicators and a digital display puts it well ahead of the e-bike competition. The display gives quick and easy access to the: battery remaining, brake health, maintenance reports, errors, speed and mileage.
The A9+ also comes with an electric fob system to unlock the bike as well as an inbuilt motion alarm to deter the thieves.
With a max user weight of 180KG, it can easily accommodate two Asian passengers or one obese Brit. The seat is standard multi-level and comes with a small amount of lockable storage underneath.

Final Thoughts – PEGA CAP A9+ Electric Bike (e-Moped)
While not an in-depth ride review, as I’ve only seen the PEGA Cap A9+ in the wild from my Grab window, my early impressions of this e-moped are great.
Maybe I’m biased as it might offer a much-needed loop-hole for us Brits, and license-free e-transport is a no-brainer.
